Terms of service
Enforcement Ledger, the contractor license enforcement records archive published by HH Online Ventures LLC.
0. What this service is
HH Online Ventures LLC publishes a structured archive of PUBLIC contractor licensing and enforcement records gathered from state licensing boards, together with an API and dataset exports over that archive (the "Service"). The records are public government records. The Service reports what a state published, with our derived severity reading beside it, and says so in every payload.
The Service is sold to businesses for business purposes only.
1. Permitted purposes
You may use the Service only for the following commercial purposes:
- Commercial underwriting: Pricing, binding, declining or renewing commercial insurance, a commercial loan, a surety line or a trade credit line extended to a business.
- B2B counterparty due diligence: Diligence on a business you are engaging, awarding work to, contracting with, onboarding or paying as a counterparty.
- Portfolio risk analytics: Measuring enforcement exposure across a book, portfolio, supply chain or network of businesses, including portfolio screening and ongoing monitoring of businesses already in that portfolio.
- Research: Academic, journalistic, policy or market research into public enforcement and licensing records.
Any other use requires our prior written agreement.
2. Prohibited purposes
The Service is not a consumer reporting agency product, the data is not a consumer report, and it is not offered, sold or fit for any purpose regulated by the federal Fair Credit Reporting Act, 15 U.S.C. 1681 and following ("FCRA"). You may not use the Service, or permit anyone else to use it, in whole or in part, for any of the following:
- Employment purposes: Any decision about engaging, retaining, promoting, reassigning or terminating a person, including pre-employment screening, employment screening, and the vetting of an individual contractor, sole proprietor or gig worker as a person rather than as a business.
- Tenant screening: Any decision about whether to rent or lease residential or commercial space to a person.
- Personal credit: Any decision about extending, reviewing, rating or collecting credit for an individual in their personal capacity.
- Personal insurance eligibility: Any decision about an individual's eligibility for personal lines insurance, including underwriting, rating, renewal and cancellation.
- Any other FCRA-regulated purpose: Any use that would make this data a consumer report, or make either party a consumer reporting agency, under the Fair Credit Reporting Act, 15 U.S.C. 1681 and following.
This list is illustrative of the last item, not a limit on it. If a use would put either of us inside the FCRA, it is prohibited whether or not it is named above.
3. Your certification of commercial purpose
You make the following certification when you subscribe, and you renew it each time you call the API or download a dataset:
By subscribing you certify that you are acquiring this data for commercial business purposes only, that you will not use it or permit it to be used to decide any individual's eligibility for credit, insurance, housing, employment or any other purpose regulated by the Fair Credit Reporting Act, and that you will not resell or redistribute it to anyone for such a purpose.
If that certification is not true for you, do not subscribe and do not use the Service.
4. The Service does not search for people
Every endpoint is keyed on a license or registration number together with a state, or on business identifiers. There is no search by the name of an individual and none will be added. Records repeat whatever licensee or respondent name the state published, and the only way to reach one is to already hold that license or registration identifier.
You may not attempt to build a person search on top of the Service, and you may not use it to assemble a profile of an individual.
5. No consumer offering
This is a business to business data product. There is no consumer facing product line, no check your contractor page, and no plan to build one.
You may not expose the Service, or any product derived from it, to consumers as a way to look up a person.
6. Resale and redistribution
You may embed the data in your own commercial product for the permitted purposes in section 1. You may not resell, sublicense, redistribute or otherwise make the data available to any third party for any purpose prohibited by section 2, and you must pass these restrictions through to anyone who receives the data from you, in writing, on terms at least as protective as these. You remain responsible for their use.
You may not redistribute the archive in bulk, or a substantial part of it, to anyone outside your organisation without a dataset licence that says you may.
7. Termination on discovery of a prohibited use
If we learn that you have used the Service for a purpose prohibited by section 2, or that your certification in section 3 was untrue, we may suspend or terminate your access immediately and without refund, and we may require you to delete the data and certify in writing that you have done so. We do not have to warn you first, and we may do this on the basis of your own description of your use. Suspending access is not a waiver of anything else.
You must tell us promptly if you discover a prohibited use inside your own organisation or downstream of it.
8. The Service is a record of what we found, not a verification
The Service reports the enforcement actions we have collected. It never reports that a licensee is clear.
Coverage varies by state and by board, and not every license is monitored. An empty result means this archive holds no enforcement action for that license; it does not mean the license was checked and found clean, and it is not a verification, a clearance, a certification or a licence status warranty. Every single license response carries discipline_status and discipline_disclaimer saying so, and /v1/meta publishes the monitoring scope for each state. Read those before acting on an absence, and do not present the Service to anyone as license verification or clearance.
The data is provided as is. We do not warrant that it is complete, current or free of error, and government sources change, republish and withdraw records without telling us.
9. Disputes and corrections
We are not a consumer reporting agency and owe no FCRA dispute procedure. We run one anyway, voluntarily, because a record nobody can correct is a record nobody should rely on:
If you believe a record here misstates what a state published, write to hhonlineventures@proton.me with the license or case identifier. We re-verify the record against the source, correct it where we got it wrong, annotate it where the source itself is unclear or has changed, and reply within 10 business days. This is a voluntary correction process and not a Fair Credit Reporting Act dispute procedure: we are not a consumer reporting agency and these records are not consumer reports.
Anyone may use this address, including a licensee writing about their own record. Where a state has corrected its own record, the fix belongs upstream first: we re-collect from the source, so a corrected source record corrects ours on the next pass.
10. Governing law and changes
These terms are governed by the laws of the State of Florida. We may change them by posting a new version with a new effective date; a change that narrows the permitted purposes or widens the prohibited ones takes effect immediately.
Effective September 2, 2026.
